ASRC Federal Data Solutions, a division of ASRC Federal, is seeking a Senior Principal Software Engineer to support our Prime NASA contract at NASA Ames Research Center in Mountain View, CA.
Responsibilities:
- Provide technical leadership to 20 to 40 software engineers, systems administrators and subject matter experts to work on multiple tasks in the Human Systems Integration Division. Provide an onsite in-office presence and leadership for staff members during the contract transition from ACITS4 to the NACS contract
- Work with the Task Requestor (TR) researchers to define, organize projects and workloads within budget and within scheduled guidelines. Candidate must coordinate amongst the contract deliverables, technical plans and reports as well as being responsible for overall unit performance.
- Assist the Task Requestor and TH Division management to define and to establish budgets, cost estimates, forecasts, manpower estimates, equipment and supply needs for their assigned area of responsibility for the remainder of ACITS4 contract and for the transitional effort to migrate staff and requirements to the NACS contract. Work with TR and Division management to generate needed financial information to be used to project ongoing and future contract costs. Including the processing of Task modifications.
- Provide technical oversight to ensure technical performance, contract compliance and implementation of best practices for quality procedures across all assigned tasks.
- Effectively communicate project status to the Task Requestor, TH Division management and to the researchers.
- Leverage Agency and contract resources to improve group performance
- Provide in-depth technical guidance for platforms and knowledge for coding, application development, testing, and operating system support in a dynamic R&D environment.
- Demonstrate a technical understanding of the Agencys standards as set by the Agencys Cybersecurity Standards and Engineering Team (CSET). Including technical standards for configuration, engineering and system architecture as well as the Agencys IT security practices.
- Work with the Task Requestor and TH Division management to respond to Agency Data calls and initiatives. Including monitoring TH compliance to the OCIO, Agency, Center and Ts goals.
- Be an active participant in TH Division planning and initiatives and strategic goals.
- Company line management leadership skills including staffing, recruiting, conducting performance evaluations, providing merit increase recommendations, staff employee development, employee training plans, employee discipline, timesheet approvals and compliance with corporate requirements
Requirements:
- BS degree, 10+ years of experience overseeing federal contracts/work in an IT environment
- Onsite presence at ARC is required.
- Experience with day-to-day oversight of IT professionals, software engineers, systems engineers, and task managers involved in designing, integrating, testing, documenting and implementing systems in an R&D environment for both onsite and remote personnel.
- Demonstrates proven skill sets, including in-depth technical knowledge of software development life cycle methodologies, as well as the technical areas involved in human systems, mission support, and research
- Technical project management experience with initiating, planning, execution, monitoring and control and closure of technical projects
- Demonstrates excellent written and oral communication skills
- Ability to work with customers, guiding them through task order development and execution, developing cost estimates, resource planning, and task plans for task order proposals
- Strong interpersonal skills with the ability to work with all levels of technical and research staff and customers
- Must be a US Citizen
Desired Skills:
- Prior NASA Ames experience is highly desired. Experience in federal government contracting environment is required. Experience guiding a team through contract transition is a plus.
- Direct experience in coding, scripting and software development on multiple platforms.
- In-depth understanding of software development, testing, validation and best practices to meet customer requirements and Agency standards.
- Successful candidates will have a demonstrable track record of on-time delivery, collaboration, and outstanding performance.
- Understanding of the Agencys service line offerings to help integrate applications and processes.
- familiarity with the Agencys standards for software development. IT security and configuration standards
- Experience working directly with end users at ARC.
- Proven record of fostering cultural change, supporting collaboration across teams, training and recognizing superior performance
