Position
Human Resources Technician I (C20): $4,788.64 - $5,820.81 per month.
Human Resources Technician II (C23): $5,152.25 - $6,262.49 per month.
The City of Vista is seeking qualified individuals to be part of its Human Resources team, dedicated to providing the highest levels of service to its stakeholders.

We are looking for professional candidates who are creative, detail-oriented, organized and have a positive attitude with a helpful disposition. Excellent customer service, communication, and problem-solving skills are a must, including the ability to utilize sound judgment and confidentiality. The position requires a high-level of initiative with a commitment to exceptional customer service in order to gather, process and verify information, interact with employees and other customers, and adhere to control processes developed to ensure quality.
**The eligibility list established through this recruitment will be used to fill vacancies in both Personnel Management AND Risk & Safety focused roles.**

THE POSITION:
This is an at-will, confidential position that serves at the pleasure of the Human Resources Director. Positions in this classification perform a variety of administrative and technical activities to support the City's employee benefit and leave administration, payroll processing, recruitment and selection, workers' compensation, training and safety, and wellness functions.
CLASS CHARACTERISTICS:
Given the work assignments and qualifications of the incumbents, positions are assigned to these classifications on a flexibly staffed basis, The Human Resources Technician I/II is the entry through journey-level technical and administrative support class in the City's Human Resources Management class series.
NOTE: T his position may be filled at either the Human Resources Technician I or II level depending upon qualifications, education and experience.

  • Administers the City's employee benefits plans, including, but not limited to, medical, dental, vision, life, long-term disability, retirement, employee assistance, educational assistance and reimbursement, LOA, Workers' Compensation and COBRA
  • Administers the City's bi-weekly payroll function
  • Maintains employee salary history information
  • Updates system with deduction and contribution changes
  • Processes information regarding new hires, salary changes, promotions, and other changes related to employee records
  • Performs assignments of routine to moderate complexity in support of recruitment and selection programs, including drafting job announcements, advertisements and other recruitment materials, screening applicant qualifications, answering applicant and candidate questions regarding City employment and generating notices and correspondence to applicants and candidates
  • Creates lists of applicants and qualified applicants in existing applicant pools
  • Makes test scheduling and other testing arrangements
  • Proctors the administration of written and other tests; scores tests; arranges interviews; creates lists of eligible candidates; conducts background and reference checks; prepares employment verifications; drafts employment offer letters
  • Assists City employees and the general public at the front counter
  • Answers a variety of questions regarding employee forms, benefit applications, job listings, and job applications
  • Provides new employees information on benefit plans and enrollment
  • Counsels employees regarding employee benefit plan coverage, eligibility for disability benefits and claims procedures
  • Assists employees in filing service and disability retirement applications, and assists employees with leave integration
  • Assists departments with maintaining employee annual and probationary review programs; and verifies payroll change forms; maintains employee personnel files and confidential health and medical records
  • Assists in preparing responses to salary surveys and in preparing and conducting City surveys; compiles and generates reports of survey data; with guidance, provides classification, compensation and benefits information to other organizations
  • Performs research and special projects of limited scope
  • Compiles results and drafts reports and recommendations; generates and compiles a variety of statistical reports
  • With guidance, interprets policies, procedures and regulations to City management, staff and the public
  • Processes terminating employee paperwork, ensuring that all employee notifications have been completed
  • Maintains the platform for city-wide training assignments; Assigns mandatory and optional training modules to employees through the program; Monitors completion status and generates reports on training progress and compliance
  • Assists with Department of Transportation (DOT) random drug testing program; works with supervisors to assure new employees are trained in testing and certification procedures; maintains records for testing
  • Records and tracks workers' compensation claims, notices, and claim status; maintains workers' compensation files
  • Provides back up for other office staff when needed; performs related duties as assigned
Minimum Qualifications


Any combination of training, education and experience which demonstrates an ability to perform the duties of the position.


EDUCATION & EXPERIENCE:
A typical combination would include graduation from high school, G.E.D, or equivalent, and three (3) years of increasingly responsible office administrative experience, preferably in Human Resources, including familiarity with benefits programs, payroll, Workers' Compensation, recruiting practices or an equivalent combination of training and experience. The completion of college level coursework in Business, Public Administration or Human Resources is preferred.

KNOWLEDGE OF:
  • Pertinent Federal, State, and local laws, codes and regulations pertaining to public agency personnel, retirement, leaves and employee benefit administration;
  • Basic Human Resources office policies, practices and procedures, including any computer software programs and office equipment;
  • Human Resources/Payroll database system maintenance and record keeping;
  • Proper English usage, spelling, grammar, and punctuation.
ABILITY TO:
  • Respond to requests and inquires from employees and the general public;
  • Maintain confidentiality of records and employee circumstances;
  • Conduct group presentations, use office software, including spreadsheets, presentational software, and word processing programs;
  • Reconcile and process benefit provider invoices;
  • Research and report on special projects;
  • Communicate effectively both orally and in writing; Read, understand, interpret and apply moderately difficult materials;
  • Understand and carry out oral and written instructions;
  • Establish and maintain effective relationships with those contacted in the course of work.

Full time employees receive 96 hours per year.
HOLIDAYS

Full time employees working the 9/80 flex schedule receive 99 hours of holiday leave per fiscal year to cover scheduled holidays as well as one floating holiday.

Excellent benefits package including medical, dental, vision, and life insurance programs. A portion of the employee's and dependent's premiums are paid by the City.

The City offers comprehensive wellness programming to its employees including onsite wellness facilities and onsite wellness sessions.
TUITION REIMBURSEMENT

The City's Tuition Reimbursement Plan may assist employees in paying the cost of approved books and tuition for classes which relate to their job.
RETIREMENT

Depending on eligibility, based on CalPERS criteria, new employees will be provided the 3% @ 60 Plan or newly established 2% @ 62 Plan. Employees currently contribute the entire employee contribution amount of 8%.
The City does not participate in Social Security, but employees must be enrolled in the Medicare portion.
